NSW Assessment & Rating Has Changed


For many years, early childhood education and care services prepared their Self-Assessment Tool (SAT) or Quality Improvement Plan (QIP) only when Assessment & Rating was approaching.

That approach is no longer enough.

The NSW Early Learning Commission has introduced important changes that reinforce a simple message:

Quality should be demonstrated every day—not only when an Assessment & Rating visit is expected.

What's Changed?

From 1 July 2026, the NSW Early Learning Commission strengthened the Assessment & Rating process by placing a greater emphasis on ongoing continuous improvement. Services should ensure their Self-Assessment Tool (SAT) or Quality Improvement Plan (QIP) accurately reflects everyday practice and can be requested as part of regulatory monitoring at any time.

From 1 January 2027, inactive Assessment & Rating periods will also be removed, reinforcing the expectation that quality is demonstrated consistently—not just before a scheduled visit.

"When is our Assessment & Rating visit?"

Services should now ask:

"If our SAT or QIP was requested tomorrow, would it genuinely reflect our service today?"

This shift aligns with the National Quality Framework's long-standing focus on continuous improvement and quality outcomes for children.
